This matter now comes before the Court for a decision after a full trial on the merits that commenced on January 2, 1973 and ended on January 31, 1973. The trial on the merits was consolidated with plaintiff's motion for a preliminary injunction by an Order of this Court of December 19, 1972. The Court issued the Order in this matter on February 2, 1973, and an amendment to that Order on February 8, 1973....
