Plaintiff, a Virginia corporation engaged in real estate development, has brought suit in federal court against the City of Martinsville, Virginia, a municipal corporation chartered under the laws of Virginia, and the individual members of the City Council and the Planning Commission of that city asking for declaratory and injunctive relief as well as damages.
