* * * the said County of Bergen is ordered to conduct a hearing on the merits of Ordinance No. 579, Section 3-2 with suitable notice to the Borough of Oradell [and to the plaintiff] of the time and place of said hearing, and in the conduct of said hearing the Board of Chosen Freeholders may elect to conduct the hearing as a body...
