This is a suit for damages brought by Plutarcho Hill, who is presently confined in the Oklahoma State Penitentiary, against Willis V. Lewis, a member of the Bar of Little Rock, Arkansas, and David R. Monroe, a former Assistant Prosecuting Attorney of Pulaski County, Arkansas, wherein the City of Little Rock is located.
