This is a proceeding seeking the issuance of a writ of habeas corpus. The petitioner, William Mayer, alleges that the State of Vermont, in prosecuting and convicting him, violated certain of his federally protected constitutional rights, and he seeks release from his present incarceration in the State's Prison at Windsor, Vermont.
