This bill for declaratory and other relief is before us upon a report without decision. There are statements of agreed facts which amount to a case stated. The question presented is whether Milliken's nomination papers as a candidate for the public office of town library trustee must be accepted by the registrars of voters notwithstanding the fact that he does not meet certain qualifications specified in two trusts...
