The grand jury of Houston County charged the Mayor and named Councilmen of the City of Warner Robins in six counts with wilfully and intentionally violating the terms of their oaths of office by making contracts of purchases for the city in excess of $500 without first taking three competitive bids as required by the charter of the city, and approving payment for the contracts.
