This is a class action brought by Negro voters of North Carolina seeking a declaratory judgment that three provisions of North Carolina's election laws, N.C. G.S. §§ 163-117, 163-151(3)b and 163-151(2)d are unconstitutional and requesting a permanent injunction enjoining the defendants, members of the North Carolina Board of Elections, from enforcing these laws.
