This is an action seeking declaratory relief under 28 U.S.C. § 2201 to construe the obligations of a collective bargaining agreement between the parties and seeking injunctive relief. Jurisdiction is based on 29 U.S.C. § 185. Neither jurisdiction of this court to hear this matter nor its power to grant declaratory relief is disputed.
