This is an action for judicial review of proceedings of the Interstate Commerce Commission ("ICC"), brought pursuant to 49 U.S.C., Section 17(9), 5 U.S.C., Ch. 7 and 28 U.S.C., Sections 1336, 2321 and 2325. The matter was designated as a three-judge case pursuant to 28 U.S.C., Section 2284.
