This is a class action brought pursuant to 42 U.S.C. § 1983 by the plaintiff, Eugene A. Hogan, an inmate in the Virginia penal system, against William L. Lukhard, Director of the Virginia Department of Welfare and Institutions. Jurisdiction is attained by virtue of 28 U.S.C. § 1343.
