These two cases, attacking the constitutionality of the present Congressional district boundaries in Connecticut, arise under the Fourteenth Amendment to the Constitution of the United States, Article VI, Clause 2 of the Constitution (the Supremacy Clause) and 42 U.S.C. §§ 1983 and 1988.
