OPINION
DUMBAULD, District Judge.
It is common knowledge that the collective bargaining agreements governing the coal industry are negotiated on the national level. In olden times the negotiations were, on behalf of the miners, in the hands of John L. Lewis, one of the giant figures of the day, who when he saw fit would defy the President and the federal courts.
