Miles Christman appeals from an order by Judge Burke of the Western District that dismissed plaintiff-appellant's complaint for failure to raise a substantial federal question. Christman brought this action under 42 U.S.C. § 1983 against the Sheriff of Monroe County and his Lieutenant in charge of the county jail.
