In Terry v. Ohio (392 U.S. 1, 19), it was stated that it is necessary to balance the need for a search against the invasion which a search entails and, therefore, "the central inquiry under the Fourth Amendment [is] the reasonableness in all the circumstances of the particular governmental invasion of a citizen's personal security".
