The Court of Appeals held the Insurance Commissioner erred in disapproving Allstate Insurance Company's 1969 homeowners' insurance premium rates. Allstate Ins. Co. v. Bentley, 122 Ga.App. 738 (178 S.E.2d 700). We granted certiorari. Held:
