The County Department of Public Welfare of Sullivan County, (hereinafter County Department) and Louise Mouser, a County Department caseworker, placed a minor ward in the home of Mr. and Mrs. Robert J. Snyder. The ward is alleged to have had "homicidal propensities" known to defendants. While living in the Snyder home the ward shot and killed Mr. Snyder.
