Defendants, Secretary of State and State Treasurer, appeal from the judgment of the circuit court of Cook County, entered upon allowance of plaintiffs' motion for summary judgment, holding unconstitutional certain provisions of the Illinois Vehicle Law, now the Illinois Vehicle Code. Ill. Rev. Stat. 1969, ch. 95 1/2.
