ARRAJ, Chief Judge.

Plaintiffs are students at numerous elementary schools in Pueblo, Colorado, which do not have school lunch programs. They are also children of Pueblo residents who are either on welfare or have very limited means. Plaintiffs complain, on behalf of themselves and all others similarly situated, that defendant officials have acted arbitrarily and irrationally in selecting which Pueblo schools will offer lunches...
