We consider here the desegregation plan of the Fulton County, Georgia, school system.1 This school system encompasses urban, suburban, and rural areas outside the city limits of Atlanta. Fulton County, 70 miles long runs, approximately north-south, the City of Atlanta in its middle. The black population is concentrated in the southern half of the county.
