Plaintiffs, qualified voters in the School District of Kansas City, Missouri, seek a declaratory judgment which would determine that the provisions of the Constitution and statutes of Missouri which require the approval by a two-thirds majority of the votes cast at school bond and school levy elections violate plaintiffs' rights as guaranteed by the Constitution of the United States...
