An ordinance numbered 2107 was enacted by the legislative body of the City of Norman, Oklahoma, on November 5, 1968, without an emergency clause. Thereafter a referendum petition was circulated referring the ordinance to a vote of the people of Oklahoma's 4th largest city affecting a suspension of the ordinance.
