By letter dated February 28, 1966, addressed to its city commission and city planning commission, defendants Greater Grand Rapids Chamber of Commerce and Grand Rapids Industrial Corporation requested that a tract of 180 acres, situated in Walker, be rezoned "for heavy industry."
