The defendant city of Walker is an adjacent suburb of Grand Rapids. By letter dated February 28, 1966, addressed to its city commission and city planning commission, defendants Greater Grand Rapids Chamber of Commerce and Grand Rapids Industrial Corporation requested that a tract of 180 acres, situated in Walker, be rezoned "for heavy industry." The request, pressed from the beginning for nimble action, was referred promptly to the Walker planning...
