In this article 78 proceeding, petitioner, a tenured teacher in the high schools of the City of New York, challenges his suspension without pay, after the filing of charges against him for incompetence and inefficiency. He urges that under section 2590-j (subd. 7, par. [e]) of the Education Law he is entitled to receive full compensation during his period of suspension.
