DETHMERS, J.

On August 5, 1963, plaintiff was arrested and arraigned on a warrant charging him with murder in the first degree. From that date to July 18, 1964, a period of 11 months and 13 days, he was held in county jail without bail awaiting final disposition of his case. On the latter date he was sentenced in the Recorder's Court to serve a term of 10 to 15 years in state prison, after having entered a plea of guilty, just 15 days earlier, to a charge
