On September 22, 1959, petitioner, Steve Bruno, pled guilty to two charges of violating L.R.S. 40:962 and 40:9611 by unlawfully and habitually using, on two separate occasions, a narcotic drug (dilaudid) to such extent as to create a tolerance for said drug.
