Catherine MEALEY, individually, and on behalf of herself and all other property owners in Improvement District No. 12 who having filed protests with the City Council are similarly situated, Appellant (Plaintiff below), v. The CITY OF LARAMIE, Wyoming, a municipal corporation, Vern Shelton, Mayor, Lawrence W. Clark, Larry Deaver, Frank Moore, James Spiegelberg, William Ward and Richard Weeks, members of the City Council of said city and Harold Yungmeyer, City Manager of said City, Appellees (Defendants below).
