This case comes before the court on a petition for a writ of habeas corpus under 28 U.S.C. § 2241(c) (3). The petition was filed in forma pauperis on May 5, 1970, in the United States District Court for the Eastern District of Virginia at Richmond which ordered the case transferred to this court.
