Ryan) we are called upon to decide (1) whether the Bankruptcy Court has jurisdiction to restrain collection by the Internal Revenue Service (IRS) of interest claimed to have accrued upon unpaid taxes after the debtor has petitioned for an arrangement under Chapter XI of the Bankruptcy Act and, if so (2) whether that court properly restrained...
