This is a proceeding to review a ballot title prepared by the District Attorney of Multnomah County for a proposed initiative ordinance repealing an excise tax on employers levied by the board of directors of the Tri-County Metropolitan Transportation District and restricting the board's taxing powers.

The initial question is whether jurisdiction to review the proposed ballot title is vested in this court or in the circuit
