This case comes before us on a complaint for declaratory judgment, and other relief, arising under the Selective Service Act of 1967, Pub.L. 90-40, June 30, 1967 (81 Stat. 100, 50 U.S.C.App. §§ 451-471), hereinafter termed "the Act."
