Plaintiffs seek a preliminary injunction enjoining the Secretary of Agriculture and other federal defendants from "failing or refusing to enforce their statutory duty to ensure that all needy [school] children ... participating in the National School Lunch Program be provided with a free or reduced-price school lunch ... and from failing and refusing to issue standards...
