This is an action on a comprehensive liability policy, which policy of insurance was issued by the defendant to the plaintiffs, insuring, among other things, their operations upon navigable waters of the United States. The loss with which we are here concerned, occurred while plaintiffs were engaged in the loading of a barge upon the Columbia River, a navigable water of the United States, when plaintiffs' employee...
