The complaint herein was filed September 14, 1964. The plaintiffs, Emmet Hardy, Howard Dyer, Jr. and Sam Valencino were, at that time, adult resident citizens, taxpayers and qualified voters of the Third Supervisor's District of Washington County, Mississippi.
