Appellant brought suit in the District Court against the Secretary of the Navy and the Civil Service Commission, seeking a declaration of the illegality of his dismissal from federal employment and an injunction restoring him to his job. On cross-motions for summary judgment, the District Court, without any identification of its reasons, held for appellees.
