The sole question presented by this appeal is whether certain constitutional amendments, which were ratified by the General Assembly in 1967, authorize the issuance of bonds by the County of Florence for the purpose of erecting a multi-purpose building for the uses set forth in Act No. 818 of 1966, as amended by Act No. 98 of 1967.
