In Whitehill v. Elkins, 389 U.S. 54, 88 S.Ct. 184, 19 L.Ed.2d 228 (1967), the Supreme Court of the United States reversed our decision, reported at 258 F.Supp. 589 (D.Md.1966). The matter is now before us on the entry of a final decree.
