In this case, we are asked to determine the relative duties and areas of authority of certain volunteer fire companies in Prince George's County.

The Chillum-Adelphi Volunteer Fire Department, Inc. (Chillum Fire Department) was incorporated in 1951 "to protect the properties and lives" in the Chillum-Adelphi area by "extinguishing and suppressing fires." Believing these purposes were being frustrated by the actions...
