FOLLMER, District Judge.

William T. X. Fulwood, a prisoner at the United States Penitentiary, Lewisburg, Pennsylvania, originally filed this action, in forma pauperis, in the United States District Court for the District of Columbia. Subsequently the cause was transferred to this district. Although Fulwood designated this as a petition for writ of habeas corpus, it appears to be an action in the nature of mandamus under 28 U.S.C. § 1361....
