As introduced in the 74th General Assembly, House Bill 1684 authorized all county boards, by resolution and without referendum, to issue general obligation bonds for the construction, reconstruction or remodeling of courthouses. During the course of its passage through the General Assembly the bill was amended to apply only to counties having a population
