Plaintiffs' Big Nugget 13 and Big Nugget 24 Placer Mining Claims having been declared null and void ab initio in administrative proceedings before the Department of the Interior on the ground that they were situated upon public land withdrawn from mineral entry; plaintiffs having brought an action for judicial review of said administrative proceedings under Title 5 U.S.C. Section 1001 et seq....
