Defendant Board of Education of Woodbridge Township moves for a dismissal of these consolidated declaratory judgment actions on the ground of failure to exhaust administrative remedies. The State Commissioner of Education has original jurisdiction over "all controversies and disputes arising under the school laws." R.S. 18:3-14.
