These are actions to recover damages for violation of plaintiffs' federal civil rights. Defendants have made motions to dismiss on the grounds that there is no jurisdiction over the subject matter and that the complaints fail to state claims for which relief can be granted. Since the facts relied upon in the two actions are closely related and raise substantially the same issues, we are disposing of the motions to dismiss in one memorandum...
