This is an appeal from an Order of the Circuit Court of Jersey County permanently enjoining the collection of a judgment of the County Court of Jersey County.

The Nutwood Drainage and Levee District, hereinafter referred to as the District, was organized in 1906 under the Levee Act. In 1907 judgment was entered on a jury verdict setting the annual amount of benefits. For many years thereafter the District collected taxes far in excess of those authorized...
