The plaintiff was elected to the General Assembly as a member of the House of Representatives from the Town of Rochester at the general election held November 3, 1964. On August 25, 1965, he brought this petition to the Chittenden County Court of Chancery, on the strength of his status as a resident taxpayer and member of the General Assembly, against the Secretary of State, the Chittenden County Clerk and the Town Clerk of South Burlington...
