Petitioner, a seaman serving under foreign articles aboard the SS Sister Katingo, left the ship without permission of the Master, on or about May 2, 1963, in the port of Kalama, Washington. The official log of the SS Sister Katingo indicates that the Master entered petitioner as a deserter, following the vessel's departure from Kalama. Pursuant to 46 U.S.C.A. §§ 701 and 706, $279.03 in wages due the petitioner have been forfeited...
