Plaintiffs are residents and electors of the counties constituting the Conasauga Judicial Circuit of Georgia. In addition, Mr. Stokes is the nominee of the Republican Party for the office of Solicitor General of that circuit, and will stand for election in the November 1964 general election against the nominee of the Democratic Party of Georgia.
