McDONOUGH, Justice.
This is an action to enjoin defendants from building a mobile trailer park in an area of Salt Lake County known as Cottonwood Heights. The district court granted a summary judgment for defendants on the finding that plaintiff had failed to exhaust his administrative remedies by not appealing from the decision of the County Planning Board within the allotted 90-day period.
