This action was instituted by the Woman's Athletic Club of Chicago. Numerous other social clubs, also incorporated not-for-profit, intervened as plaintiffs. They sought to enjoin the enforcement of a 1961 amendment to section 1 of the Retailers' Occupation Tax Act, (Ill. Rev.
