On May 3, 1961, the United States commenced proceedings for condemnation of nine parcels of land located in the City of Grand Forks, North Dakota. On the same date a declaration of taking was filed, agreeable to 40 U.S.C.A. § 258a, declaring that the taking of the nine parcels was necessary for use by the Plaintiff to provide postal facilities.
